do a math.Random to make it do a 1-200 chance for level one
1-125 chance for level two
1-100 chance for level 3
1-75 chance for level 4
1-50 chance for level 5 and so on.

 use if to determine player's lockpick level then just use math.Random

SA:MP has a system like this but instead it makes it longer to lock pick and for some thieves it's not worth it. Unless, they're brazilian and consistant at what they're doing.

That's what this pretty much does, gives it longer to pick due to the ratio and picks will break at the same rate, but it will feel like the picks break faster.
